Wheaton bank robbery suspect arrested


Montgomery County police have arrested a suspect in the August 15, 2025 armed robbery of the Capital One bank at 11241 Georgia Avenue in Wheaton. Detectives allege that the man in custody is also the suspect in the August 14, 2025 sexual assault that allegedly took place at a gas station in Rockville the night before. 

Carlos St. James Hover, 34, of Washington, D.C. entered the gas station in Rockville early that evening, police say, and allegedly assaulted and raped the victim inside. Hover was captured by police the next morning in Wheaton. After arriving at the scene of the bank holdup, officers recognized the suspect from the gas station incident the night before. He was allegedly wearing some of the same distinctive pieces of clothing the previous night's rape victim had described to detectives.

Hover was transported to the County's Central Processing Unit where he was charged with first-degree rape, first-degree assault, armed robbery, resisting arrest, and other related crimes. He is being held without bond.
