Rue 21 is coming back to Wheaton Plaza, a source tells me. The Gen-Z-targeted apparel store was one of the few retailers to enjoy bricks-and-mortar sales growth in 2020. As a result, the chain is again in an expansion mode. This will be Rue 21's second new store in Maryland; the other is in Waldorf.
