Einstein guidance counselor arrested for sex offenses, police seek additional victims

The hits just keep on coming for Montgomery County Public Schools. Now a guidance counselor at Albert Einstein High School has been arrested and charged for sex offenses against two women.

Colin Sime Black, 33, of Clemson Court in Rockville, was taken into custody by the Special Victims Investigations Division of the Montgomery County police today. Two women reported connecting with Black on Tinder in the past year. In each case, they went to Black's home and engaged in consensual sex. But following that, the victims say, Black then committed additional sexual acts without their consent.

Black has been charged with two counts of second-degree sexual offense and one count of second-degree assault.  He was transported to the Central Processing Unit.  Bond information is not available at this time.

Police believe there may be additional victims in this case. Anyone who believes he/she was victimized by Black is asked to call the Special Victims Investigations Division at 240-773-5400.

In any organization, leadership sets the tone. County residents have continued to see the lax policies of MCPS leadership regarding rape, sexual offenses and misconduct trickle down to rank and file employees.

  2. The Rockville HS rape case is exhibit A for the lax policy on rape at MCPS. To top it off, MCPS super was standing beside State's Attorney when he threw the victim under the bus for political reasons.

  4. 2:10: Wrong. MCPD stated in their report extensive evidence of a violent gang rape. The professionals were overruled by elected official for totally political reasons. Not a single shred of evidence was presented by Mr. McCarthy that "no rape occurred, you dope."

That right was taken away by Montgomery County elected officials. Shameful. Perhaps Harvey Weinstein would still receive a hero's welcome at Montgomery County government offices. Disgusting.

  8. The VICTIM also has the right to privacy and to decide ON HER OWN whether to testify at trial.
    She certainly doesn't need YOU telling her the details of her case.

    Your obsession with this case shows your ignorance in this matter. I work with the victims of sexual assault and violence on a daily basis, and we certainly don't need a male telling a female his opinion of what she thought at the time, or whether the was assaulted or not.

  12. You still don't get it, Dyer. You don't need evidence to decide not to prosecute someone. You need evidence to prosecute and convict someone. The County Attorney's office realized that they had insufficient evidence to convict, and therefore dropped the charges.

    Dyer's ignorance of our American legal system continues to astound. There is no state in our nation that executes for rape alone - the death penalty may only be imposed for first-degree murder, per Supreme Court rulings in 1972 and 1976.

    Robert Dyer is a one-man lynch mob.

    You would be wrong, again. There was a spike in 2014 and 2015, but the numbers have returned to their historical average since then. There were fewer homicides in Montgomery County than in Fairfax County in 2016.

    How do you know what the victim's view is?

    When did she speak with you?

    If you haven't spoken directly with her, then all you know is gossip and hearsay.
